A large part of India's aerospace expertise remains inside the India's Space Research Organization, but a commercial business carries on to be nurtured. ISRO created the Antrix Corporation in 1992 to market space along with telecoms products. It also established an insurance policy to encourage the industrial purchase of space technology parts as opposed to their production within ISRO. Today, about 50% of the ISRO spending budget goes to Indian business, although a following part can be used to purchase foreign equipment. Facilities building and development are often supplied by a different Civil Engineering Division of the Department of Space.

Over the last 10 years ISRO has built-up strong partnership with Indian business and some 400 Indian companies which now supply goods along with services into ISROs space program. ISRO is dedicated to forging strong relationships with academia to play a significant role in the expanding world space market.
